The Year Of Disabled Persons called for a plan of action with an emphasis on equalization of opportunities, rehabilitation and prevention of disabilities. The +2 1/2 that can be seen next to postage amount is the quantity that gets donated to humanitarian and social aid. This kind of stamp is called an added value stamp and the Turkish Postal Services printed and provided such stamps twice a year. The amount collected in addition was donated completely usually to Turkish Child Protection Services and the Turkish Red Crescent. However in this case it might have been donated for the benefit of disabled people.
